Rules for Rulers

For the citizens to be rulers of the American Repubic, we must understand the nature of power.

Governments are essential. We create them to monopolize violence to coerce compliance with law. How much coercion do you want? We write Constitutions to constrain coercion. But Constitutions are paper barriers unless enforced. Unavailable to the Framers, we have the Internet. We can create a 9th Amendment Council to hold those accountable for ignoring the that citizens are sovereigns. We can create a 10th Amendment Council for States to enforce Divided Sovereignty.

The Rules for Rulers are:

1. No man rules alone.  Get and keep the keys to power by buying loyalty.
2. Control the treasury to reward your keys to power at the expense of those not in your winning coalition.
3. Minimize key supporters.
